at least 24 hour then float it for 15 min. put a cup of aquarium water in it the net the fish in . DON'T PUT HE STORE WATER IN YOU AQUARIUM!!!!!!!!!!!
Edit: It depends on what size aquarium it is if it is less then five gallons then you should take the fish out when cleaning if it is anything bigger then that then you should only be taking 25% percent of the water out at once which means you wouldn't have to wait to put your fish in because you don't take them out. If your asking how long you should wait to get fish after starting up an aquarium its at least a day but its better to wait a couple days. And if your putting the fish into your aquarium then you want to float the fish in a bag of water for 10-15 minutes before putting them in.
If it has Chlorine in it, most of it will have evaporated off and be gone within a few hours. Many people allow it to stand overnight in a bucket. If your water company uses Chloramine though you will have to use a commercial water conditioner to counteract the chemical. Chloramine is not a gas and will not evaporate off.

You can just add a drop of fish tank treatment to the bowl instead, it is sold anywhere that sells fish supplies. 24 hours is too long. Get a chlorine remover remedy from a fish store and put a drop or two in the new water. Let it sit for maybe an hour or two to get it to room temperature. Then it will be ready.

Do let water sit around. A teacup of water is enough for a mosquito to breed in. If you have a pond you can get fish called mosquito fish that will eat the larva.

Unless you value your corned beef, I wouldn't let it sit in water longer than 10 minutes. It will lose its taste and colour very quickly when exposed in pure (read: unsaltened) water.
