As long as you have a filter and have treated the water with the correct amount of treatment it should only be a minute before it is safe to put it in, If you just have a filter and don't treat the water wait 24 hours if you can.

For the hardier types of fish like goldfish, etc.:

Assuming that you have cleaned the new tank first (you should, even, and especially if, it's brand new), and that you've just filled the tank, you should wait at least 24 hours, and some people would say up to 2 weeks (it depends somewhat on the size of the tank), to let any chlorine or other contaminants in the water evaporate, to allow the filter to cycle all of the water in the tank, and to allow the tank water to stabilize at the correct temperature. Then you can put the bag that your new fish is in, into the tank *don't open it yet* for a few hours. This is to allow the temperature of the water in the bag to slowly match the temperature of the tank water so that you aren't stressing the fish too much. After perhaps 2-4 hours of this, just open the bag while it's in the tank and let the fish come out.

For fish that may be more sensitive, check with your supplier, or another reputable fish supplier for more specific instructions regarding your particular fish species.

After it is all set up and you have the filter and heater running you need to wait at least a day but its better to wait 2 or 3 days.
