A pierced belly closes quickly if you have not worn a ring consistently for about a year. If the hole closes, it may just be partially closed and it can be "punched" out again easily.
Why would you need to repierce it if it hasn't closed? If it's too shallow or crooked, yes, close it up. You don't want the new piercing hole and the old one to meet and tear to form a single hole.

Once the piercing has started to reject it's a done deal, remove the jewellery and allow it to settle down usually a few weeks before having it repierced. It is always better to talk to your piercer about peircings that are rejecting, chances are good it may have something to do with aftercare or jewellery type for the selected piercing.

One of two reasons. One, either the jewelry that you are trying to put in is a bigger gauge than the jewelry that it was originally done in, or the hole is closed either slightly to all the way, and you will not be able to get it back in without either shoehorning it in with a taper or waiting for it to heal, and then get it repierced.
