It depends on HOW you are exercising. The fastest way to get muscle growth is to work with fairly heavy weight, and do the exercises - curls for example - until you simply cannot lift the weight another time. Do this for, say, 3 repetitions at a time, rubbing out your muscles between each rep.
And believe it or not, if you drink milk at the moment that you quite exercising, and drink milk again in a week or two, your muscles will become stronger much faster.
I would guess that in 3 weeks you might notice a little growth. For sure your muscles will be harder by then.

Actually, I think yes. Because my friend had a muscle in her arms WITHOUT exercise. Amazing eh? Our conclusion: the reason she had a muscle in her arms is by combing her hair. Weird? Yes. But it's true! She combs her hair for a few minutes. Combing your hair uses your arms right? Then probably after a few months or weeks, you'll have a muscle in your arms. Haha. Why won't you try it? It may work. :)
