You don't need to "activate" your PayPal account. As soon as you've opened the account, you can use it to send and receive money. You need to verify your bank account to remove sending and receiving limits on your PayPal account, also to allow you to withdraw funds from PayPal to your bank account. This takes a few days to complete because PayPal pay two small amounts into your bank account and you have to wait for those to arrive. Once you know what the amounts are, you can log into your PayPal account and enter these amounts, thus confirming that the bank account is yours.
