Whenever a seat in the U.S. Senate or House of Representatives is vacated due to death, resignation or removal, the State Governor issues a Writ of Election, and a special election is held to fill the seat for the remainder of the term. The special election can coincide with a regular congressional election. In the case of a vacated Senate seat, the Governor can appoint someone to temporarily fill the seat until an election can be held if the state legislature grants him that power.

Mike Quigley
I believe they charged him with bribery and mail fraud, but I'll explain what he did. The governor has the power to appoint someone he sees fit to the senate, if a seat from Illinois were to become open before it was up for election. Since Barack Obama was a senator from Illinois and was elected President, his seat in the Senate became open. The governor was trying to sell the seat to the highest bidder. He was approaching people that were interested in a Senate seat, such as Jesse Jackson Jr., and he was trying to get money and favors out of appointing them to the position. As of early February Mr. Blagojevich as still only been arrested on a criminal complaint, and has not been indicted. He is accused of official corruption related to trying to exchange an appointment to the United States Senate seat vacated by Barack Obama. There are other pending charges, but none have been yet proven. For detailed information regarding the former governor's situation see the related links below.
