Generically a "diamond jubilee" is the 60th anniversary of some event (birthday, wedding, coronation, foundation of something) where the participants in the event are still in existence (alive in the case of jubilees associated with people).
In essence the jubilee happens on the date of the original event but in the case of Queen Elizabeth II of the United Kingdom and Commonwealth, people are celebrating over the whole YEAR of her accession to the throne (6 February 1952).

The reason the diamond jubilee is so important is because it celebrates the fact that our monarch, the Queen of Great Britain has been on the throne for 60 years. It is a huge celebration and we also celebrate how proud we are to be British! Also 60 years is a huge landmark, notice the "diamond" label, and few other monarchs have survived this long. Long live the Queen!
