If you are living on a registered caravan site then Yes.This is because your caravan would count as your sole or main residence. however if the caravan is in someone's garden or an unregistered field for example then no because the property would not have been subject to the 1991 registering act and so there would be no charge to collect.If you are unsure you can visit your local Council Office, anonymously, and ask if the place you are living is registered, you do not have to give them your details or why you are asking, the information is public knowledge.
I would be able to survive for several years. I was once the warden on a caravan site on the Lancashire coast (UK) for five years - there was not electricity to the site! That would have meant being unable to answer this question! As I now live in a Lancashire village, I have electricity (and electricity bills!).
