You can't drive from Vancouver to Victoria. You have to take a ferry from the mainland to Vancouver Island. You have to take a ferry across the Georgia Strait to the mainland, and that takes 1 hour 35 minutes once it leaves the terminal. Once you get off the ferry in Tsawwassen, it's roughly 50 kms to the City of Vancouver.
