Probably the best way to get to Vancouver Island from Seattle is to drive up there and take the ferry across to Vancouver Island. If you do drive, that is an excellent alternative. However if you aren't a driver there is a train that can take you there instead and you can get on a ferry and take it over. I know that the Victoria Clipper makes runs to Victoria BC then you can take the ferry over to the island as well. But that can be a bit pricey especially during peak times.
You can't drive from Vancouver to Victoria. You have to take a ferry from the mainland to Vancouver Island. The ferry takes about ninety minutes to sail from the Tsawwassen ferry terminal on the mainland to the Schwartz Bay ferry terminal on Vancouver Island. Once you're off the ferry it takes about 45 minutes to drive to downtown Victoria.
There's no direct connections. You need to either drive north to Anacortes, WA and take the Washington State Ferries to Sidney, BC (Spring through Fall), or take the Washington State Ferry trip from Seattle to Bainbridge Island and drive north to Port Angeles and take the Black Ball Transportation ferry to Victoria.

If there are no traffic delays, the drive from Vancouver Airport to the Tsawassen ferry terminal shouldn't take more than half an hour. If you are going to the Horseshoe Bay ferry terminal, the trip might take 1.5 hours or more.
I-5 goes from Seattle to the Border, from there take route 99 to Vancouver.
