Hot Dogs are pretty much a pre-cooked food. All you have to do is, cook them until they are hot in the center, which shouldn't be very long. If you are cooking them in a pan over heat alone, then cook them until they are darker brown. If you are boiling them, they only need to be boiled until they are a lighter pink. If you are grilling them, then only grill until they are a little darker and may have lines on them.
There are several ways to cook a hot dog.
If the hotdog is uncooked (very rare in this day and age), it takes about 20-30 minutes steaming to raise the internal temperature to about 150F. As hot dogs are frequently pork products, they should be cooked until the internal temp remains at this level for 15 or so minutes. Almost all hotdogs nowadays are purchased cooked. In this case it's jsut a matter of heat and eat. Depending on the volume of the steam you're producing, figure 5-12 minutes should do just fine. If you're boiling in water, about 3 minutes per dog should do the trick
You should not boil hot dogs at all. If they are frozen just put them in cold water and put heat under the water by the time the water starts to boil the hot dogs will be defrosted and the heat should be turned down. If you boil them for any time the skins will come off.
Hot dogs are best heated in boiling water. Place hot dogs in a dish and cover with water. Heat in a microwave oven on full power for two to four minutes. Let stand for a minute or two before serving.

Remove them a minute after the water reaches a boil, if you had them in the pot the whole time. Hot dogs are already cooked. Putting hot dogs in boiling water simply heats them up. If you like them grilled, that's different, but they are still already cooked.
