No. The pinion seal would be at the differential input.
to replace pinion shaft seal you need to drop the drive shaft from the rear end then with large socket remove pinion nut from front of yoke remove yoke remove old pinion seal install new pinion seal reinstall yoke and pinion nut to specified torque re install drive shaft note now is the time to check and see if U-joints need replacing

Sounds like you have a bad seal on the rack and pinion. The bellows is only to keep dirt and water out of the rack and pinion, it is not a seal to hold pressure in.
Some of those setups have a crush sleeve that must be replaced along with that seal. It also requires specific torque specs To replace seal, remove the drive shaft, remove the pinion nut and crush sleeve if required, remove seal, install new seal and crush sleeve install pinion nut and torque to specs
just got my 2004 ram done at the dealer for 83 bucks. worth the money and have them do it :)
Best left to a mechanic as the drive shaft has to come down and the big nut on the pinion gear that holds the drive shaft mount has to come off and then you can install the new pinion seal.
Remove driveshaft,remove pinion nut that holds the driveshaft yoke on. Then remove the yoke and the seal will be behind the yoke.To pull the seal you need a seal puller or you could use a couple of screwdrivers to pry it out of the axle housing. Install seal & asm in reverse order.
