Try tapping the app once, if it says PAUSED tap it again and that should start it loading. In some occasions you can hold onto the app until it wiggles, then click the cross on top of it and follow the on-screen instructions.
More things to check:
Plug it into iTunes, does the iDevice (phone or music player) have enough memory to run the app
If an app is over 10MB you need to use WiFi or iTunes on your computer to download it.
If it's been jailbroken your iDevice can slow down, and your iDevice may not be recognized by the Apple servers.
Check also that your iTunes password is correct. If a box keeps popping up asking you for it then enter your password.
If there are other apps downloading you will have to wait for them to download before the app downloads.
