If it is connected by USB, the rectangular plug, then it might take an hour or more.
If it is connected by a SATA plug, which looks like a USB, except it is shaped slightly less like a rectangle, it would take significantly shorter time, though I don't know how much shorter, since there is SATA 6 and SATA 3, which both affect the required time.

No the 250GB is larger and can therefore hold more. GB has to do with the size of the Harddrive memory and the higher the number the larger the amount of Data it will hold.
