Depends on many factors; primarily the maintenance history and driving conditions. A quality car driven sensibly and well maintained can last many years and miles. The quality of the make is key, also. Years ago there were Yugos which I personally never saw more than 25,000 miles on the odometer. On the other hand, I have seen Honda Accords with more than 300,000 miles. Just buy something that has good rating and have the maintenance done. You will have many good years of driving.

UK - it will in September 2009, Your car needs an MOT once it is four years old, and every year after that.
In UK any vehicle over 3 years of age needs an MOT. So a new bike bought today March 2009 wont need an MOT until March 2012 yo

To get an MOT certificate, you have to produce your vehicle at an approved MOT testing station. You will obviously have to bring your car back from France to do that. I don't know if your UK issued MOT would be valid in France.
Your car needs MOT'd 3 years after date of first registartion. Date of first registarion can be seen on your vehicle registration document (V5C) I.e If your vehicle was first registered on 1st April 2005, you should have your MOT no later than 1st April 2008

The spare tyre is not taken into consideration as part of an MOT. There is no legal requirement to carry a spare tyre and it is not part of the MOT test. Even if the spare tyre has a puncture/illegal tread etc. your car will not fail the MOT on this item.
You can get an MOT at various Garages and Car Dealerships throughout the UK. I guess this depends on your location. In the North West there are plenty of cheap MOT's at various Garages. Try the RRG Car Dealer for a half price offer.
