I think you're a little confused. The U.S. doesn't have a Parliament, it has a Congress. Al Gore served in Congress for sixteen non-consecutive years.

Al Gore was never a member of Parliament. He served as the Vice President of the United States from 1993 to 2001 under President Bill Clinton. Prior to that, he served in the U.S. House of Representatives from 1977 to 1985 and in the U.S. Senate from 1985 to 1993.
