According to a set of books I own titled Messages and Papers of the Presidents published in 1908, President George Washington was inagurated in New York City, April 30, 1789. The last document that names New York City was dated January 8, 1791. There is a gap until January 24, 1791 where Philadelphia is named in that document. Gail Crumbley ruskinbusdriver@msn.com
