The US Army had four regiments of Buffalo Soldiers on hand, two infantry and two of dismounted cavalry. There had been inadequate transportation to haul people, so most of the horses had been left in Tampa. There were also African Americans recruited into some of the Volunteer Units including the Rough Riders.
