A hot water bath is a bath with hot water. You use it to take a bath.

fill up a beaker about 3/4 of the way up. Then turn on the hot plate and place the beaker on top of it. Set the hot plate to high (or 10) and wait for the water to boil. When the water is done boiling, turn down the hot plate to about 7 to maintain the temperature
it sounds like there are crossed lines. if there is no water upstairs there has to be a valve that is off. even if there is low pressure it would eventually fill the line and you would get some water.
There are hot baths in Iceland where the water temperature is at our body temperature or slightly higher. If you take a bath in water at these temperatures your body will not lose heat to the bath water. At temperatures lower than body temperature it will.
