Then i used a net ball (used for water pokemon) and voila!, i had a kyogre. the pokemon i used didn't even reach lvl 45, i used a lvl 43 aggron to weaken it and a lvl 32 relicanth to put it to sleep. good luck!

it is located near the Safari Zone, on route 47. before going make sure you have the red orb/blue orb! many trainers on the way so be careful, at the end you will see a hiker. he will not battle you, but will tell you that you have arived at embbed tower. Go inside the cave-like thing next to him. this is it, you will see grondon if you are playing SoulSilver(NOTE: you will only get red orb) or kyogre if you are playing HeartGold(NOTE: you will only get blue). also if you want raquaza you will need both kyogre and groundon.(NOTE: you cannot get groundon in HeartGold or kyogre in SoulSilver in less you trade also IT MUST BE FROM EMBEDDED TOWER IN ORDER TO GET RAQUAZA!). the embedded tower is in the same location in both HeartGold and SoulSilver.
