Only one so far, David Lloyd George, who was Prime Minister from 1916 to '22. He had been Chancellor to the previous PM Herbert Asquith, but the latter resigned in the middle of WW1 following disagreements with his cabinet about war policy, and Lloyd George replaced him.

Lloyd George's first language was Welsh, and his term in office coincided with that of a Welsh Prime Minister of Another Country, Billy Hughes of Australia.

He died in 1945, soon after the end of WW2 in Europe, at the age of 82.

However, there have been English PM's who have been members of Parliament for Welsh constituencies, inlcuding former PM James Callaghan. There have also been several high-ranking Government Ministers who have been Welsh, including Clement Attlee's Health secretary Aneurin Bevan, who effectively created the National Health Service, and Margaret Thatcher's Defence secretary Michael Hestletine.

The leader of the Labour Party from 1983-'92 was a Welshman, Neil Kinnock, although he was never PM and resigned as Labour leader after Labour lost two elections under his leadership. He is largely responsible for having begun the process of moving Labour away from it's Socialist roots and betraying it's fundamental principles, as well as having been a loutish bully whom few people respected. Few people in Wales nowadays have any admiration for him.
