You can't. Foods vary so much in composition, which makes it impossible to gauge carb content on basis of weight. However on some weighing scales ('dieting' ones in particular) you can tell it what food substance it is weighing, and it will give you a nutritional breakdown of it based on the weight.
It will depend on your current weight. A person weighing 300 pounds may be able to consume over 2000 calories and still lose significant weight while a person weighing 150 pounds may be limited to 1500 calories/day to lose.
