Voter turnout has been historically low within the past few decades in established democracies, like the US and western Europe. Within the United States, voter turnout in New York has begun to decline.
The Labour party claimed just over 183,000 members in it's 2012 returen to the electoral commission. But how many of them were fully paid up members (i.e. not lapsed) I do not know. That was a substantial increased claim over the previous submission, following dramatic drops in membership. To put their less than 200,000 members into perspective, there were a reported (ONS figures) just over 46 Million voters registered to vote in Parliamentary elections! So Labour has a 0.42% membership of the registered parliamentary voters! Yet that tiny fraction of supporters gives them immense power over our lives and our standards of living. (I expect the Conservatives membership numbers are no better either!)

I would hope all elections use rational numbers: all Counting numbers are Rational numbers.
