It depends what you mean by 'work'. Children under 13 are not allowed to do any paid work. Those aged 13 to 16 are limited by law to only work a few hours a week. There are no official figures detailing how many children are working - simply because, those that (for example) deliver papers for a newsagent etc, are paid in cash, don't have to pay tax or national insurance, and don't need to declare their income officially. Anyone of 16 or over must declare their earnings to HM customs, and pay tax and national insurance.
