First, it should be noted that the term "czars" is a media-created term, that first was used during the administration of Richard Nixon in the early 1970s. It refers to advisers or experts brought in by an administration to specialize in a specific area of government policy. By most accounts, the Obama administration has no more advisers and experts than other administrations have had in the past several decades.

In early 2010, the political website "Politico" compiled a list of the men and women they and other members of the media referred to as the president's "czars":

Afghanistan Czar: Richard Holbrooke

AIDS Czar: Jeffrey Crowley

Auto recovery Czar: Ed Montgomery

Border Czar: Alan Bersin

California Water Czar: David J. Hayes

Car Czar: Ron Bloom

Central Region Czar: Dennis Ross

Domestic Violence Czar: Lynn Rosenthal

Drug Czar: Gil Kerlikowske

Economic Czar: Paul Volcker

Energy and Environment Czar: Carol Brower

Faith-Based Czar: Joshua DuBois

Great Lakes Czar: Cameron Davis

Green Jobs Czar: Van Jones - resigned 9-6-09

Guantanamo Closure Czar: Daniel Fried

Health Czar: Nancy-Ann DeParle

Information Czar: Vivek Kundra

International Climate Czar: Todd Stern

Intelligence Czar: Dennis Blair

Mideast Peace Czar: George Mitchell

Pay Czar: Kenneth Feinberg

Regulatory Czar: Cass Sunstein

Science Czar: John Holdren

Stimulus Accountability Czar: Earl Devaney

Sudan Czar: J. Scott Gration

TARP Czar: Herb Allison

Terrorism Czar: John Brennan

Technology Czar: Aneesh Chopra

Urban Affairs Czar: Adolfo Carrion Jr.

Weapons Czar: Ashton Carter

WMD Policy Czar: Gary Samore

Did George Bush have Czars?

The answer is yes. Just about every president since Franklin Roosevelt had "Czar" appointees in their administration. Bush had a total of 36 positions (many temporary) filled by a total of 46 different individuals over the years, of which 21 were confirmed by the U.S. Senate.

The number of 46 is still highly objectionable, as some of the alleged czars were only nicknamed czars by media outlets. For instance the Director of National Intelligence was a position created by Congress, that required President Bush to fill. The Homeland Security "czar" was a temporary position until the Dept. of Homeland Security was formally created and funded. At least two other czars were appointed to serve emergency and temporary positions; Federal Coordinator of Hurricane Katrina Recovery Effort, and Special coordinator to respond to health effects of September 11 attacks.

First, it should be noted that the term "czars" is a media and political term, but it is not found anywhere in government as an official title. It has been around a while: it was first used by the press (the name back then for the media) in the 1930s, in fact. It was used again during the Nixon administration, and was back for the Bush administration. It generally refers to people with special expertise in a certain subject area, who were appointed by the president to handle policies related to that area: an automobile czar, for example, to advise about the auto industry. The number of so-called czars (policy experts) has remained fairly constant. some presidents have more, some have fewer.

Political talk show host Glenn Beck stirred this up as a political issue when he claimed that President Obama had appointed more "czars" than any other president, and he used the word to imply a somehow sinister meaning (the word does come from the Russian language, and a meme for the right-wing claimed that President Obama was a communist). The truth is Mr. Obama has no more advisers than President Bush: one fact-checking website counted 35 for Bush, and in 2010, President Obama had 32.

First, the term "czars" is not an official term; it was adapted by the media from the Russian word "tsar", and in fact, it was first used during the administration of President Nixon. The term refers to certain important positions in the government where the person doing that job is in charge of a specific task and is influential in that area; he or she is generally appointed to the position, although at some times, Senate confirmation is required.

To give one example, several presidents have had a "Car Czar," who is in charge of U.S. policy towards the sale and manufacturing of automobiles. President Obama has not had more "czars" than his predecessor, President Bush, although certain conservative talk hosts like Glenn Beck have falsely asserted that President Obama has appointed the most czars ever. Beck claimed that the president had 32 czars, but the fact-checking site Factcheck.org found that President Obama had no more than 20 people the media called "czars"; another source said 22 of them. President Bush had as many as 35, and some sources said 47.
