It refers to advisers or experts brought in by an administration to specialize in a specific area of government policy. Did George Bush have Czars?

The answer is yes. Just about every president since Franklin Roosevelt had "Czar" appointees in their administration. Bush had a total of 36 positions (many temporary) filled by a total of 46 different individuals over the years, of which 21 were confirmed by the U.S. Senate.

The number of 46 is still highly objectionable, as some of the alleged czars were only nicknamed czars by media outlets. For instance the Director of National Intelligence was a position created by Congress, that required President Bush to fill. The Homeland Security "czar" was a temporary position until the Dept. of Homeland Security was formally created and funded. At least two other czars were appointed to serve emergency and temporary positions; Federal Coordinator of Hurricane Katrina Recovery Effort, and Special coordinator to respond to health effects of September 11 attacks.

It was used again during the Nixon administration, and was back for the Bush administration. It generally refers to people with special expertise in a certain subject area, who were appointed by the president to handle policies related to that area: an automobile czar, for example, to advise about the auto industry. The number of so-called czars (policy experts) has remained fairly constant. some presidents have more, some have fewer.

Political talk show host Glenn Beck stirred this up as a political issue when he claimed that President Obama had appointed more "czars" than any other president, and he used the word to imply a somehow sinister meaning (the word does come from the Russian language, and a meme for the right-wing claimed that President Obama was a communist). The truth is Mr. Obama has no more advisers than President Bush: one fact-checking website counted 35 for Bush, and in 2010, President Obama had 32.
