The cabinet heads serve at the discretion of the President. It is fairly rare, but not unheard of, for a person to serve under more than one President. Most of Obama's cabinet resigned at the end of his first term. I do not know whether he asked them to, as other Presidents have done.

They make the President look good if they do a good job in their positions. They sometimes can take the blame if the President makes a decision that turns out badly. They defend the President's policies from attacks and are responsible for making it work. Much of the success or failure of a president is a result of his cabinet.
