Although Henry VIII and his heirs, Edward VI, and Elizabeth I had their problems, they knew that their people were attached to their Catholic faith. Henry VIII wanted a protestant church that he could control, one that would follow his wishes as far as his marriage situation was concerned. However, he did not want to deal with an uprising, more than he had to, and he was a Catholic at heart, so he tried to keep the Church as much like it had been as possible. The "bishops" he appointed to run his new church (every single Catholic bishop, but one, resigned and stayed with Rome) translated the Mass into English, removed the objectionable parts which referred to the "sacrifice" but kept the structure and prayers. They kept the offices of bishops, priests, and deacons; they kept the Churches pretty much as they had been, albeit sanitized of the more "Popish" signs. In other words, it was a protestant church dressed up in the ritual and garments of the Catholic church in order to keep the common folk from outright rebellion. It did not work in many cases, and the ruse managed to produce a rash of saintly martyrs.
