Why are you asking? Are you bound to the law so closely that you are monitoring your neighbor like a busy-body? Are you looking for a way to make trouble for him? Or do you have a legitimate concern for the welfare of the dogs or anyone else? Have to ask what your motive is. Peace to you and your neighbor, friend.

As an owner & rescuer of multiple Chihuahuas, the last thing people like myself & probably your neighbor is someone causing trouble while we are trying to do some good in this world. By all means, call the authorities if the animals are suffering in some way. If the dogs are well-cared for, leave them alone. My good wishes go to your neighbor.

Your allowed to only have 8 dogs. if you want a new one and tired if an old one you can donate it, but you will never get it back. Your only allowed to have 3 at your house and 5 in the dog hotel. :)
