Late 98 they stopped using EGR valves on the S-10. They installed a block off plate in its place.
First of all it is an EGR valve obtain a new one and put it back where the old one was.
The EGR valve is mounted to the intake manifold usually on the passanger side of the engine back near the distributor. You will have to pull the air cleaner off to see it or reach it easily.
