you can have as many fish as you want within reason it's the left over fish waste and food that will kill your fish not the space. as all a over crowded tank dose is give your fish less exercise decreasing there life span but not killing them. you need a very strong filter if you plan to put more the 20 guppies in the tank and possibly have to do water changers often to keep the ammonia, PH etc.. down to a safe level.
