Today's flag has 50 stars representing 50 states in the United States of America. There have been 27 official flags of the USA and all of them are considered our nation's flag. When the resolution for a new flag was passed by Congress they did NOT obsolete the previous flag. Any one of our flags, from 13 stars to 50 stars is a legal flag of the USA and can be flown.

Any state flag should be flown below or level with the US Flag, but never above it. If it is on the same level it should be on the right, this includes Texas. The rumor that Texas is the only state that is allowed to fly at level with the US Flag is just that a rumor and an urban myth.
This will all depend on which flag is flying alongside or below the American flag. If being flown with flags of other nations, they should all be raised to the same height and are never to be flown on the same pole. If being flown with a state, city or organizational flag, the US flag will fly above the other flag in a larger size. On most standard sized flagpoles, the American flag will be a 3'x5' flag and the other flag will be a 2'x3' flag. If the US flag is flying along a different flag on separate flagpoles, the flags can be of equal height but the US flag will then need to fly on the extreme left of the other flags. This left side is known to be a prominent flag. When flown with flagpoles displaying non-national flags, the American flag will be raised first and lowered last. There is a link below.
It is protocol for handling the Irish flag in Ireland. The same applies in many countries with national flags. An Irish flag flying in another country would not be flown highest, whereas the flag of that country might be. It is the national flag of Ireland, so it is of greater importance than any other flag in Ireland, and so it is flown higher than other flags.

Going in order, they are: Spain, France, Mexico, the Republic of Texas, the Confederate States of America, and the United States. In reality, a total of nine flags have flown over Texas. The ones that tend to get left out are: 7. The First Republic of Texas (1819). It was established by adventurers from the U.S. with the capital in Nacogdoches. It has no connection with the 1836-1845 republic. 8. The Republic of Fredonia (1826-1827) based in East Texas with the capital at Nacogdoches. It has no connection with the Republic of Freedonia in the Marx Brother's movie "Duck Soup". 9. The Republic of the Rio Grande (1840) based in South Texas and Northern Mexico with the capital at Laredo.

In the US it should. It is the flag of the United States. There are certainly no other national flags that should ever be flown above the US flag anywhere within the US. It would be like saying that the other country has preeminence over the US, even in US territory. That would be ignorant and disrespectful, and possibly even illegal. Can you imagine going to any other country, and flying the US flag there, above the flag of that country? It may not be a formal declaration of war, but in the eyes of many it would be very close.
