{Owner's Manual} Find the page that details the fuse layout and replace the dash light fuse. You cannot always determine if a fuse is blown by visual inspection. Either check it with a volt-ohm meter (set on ohms or continuity) or replace the fuse with a new, "known good" fuse and test. (borrow one of the same amp rating from the fuse box and test with it, remembering where you got it so you can put it back after the test) You may have two fuses blown depending on how many fused circuits were submerged when the boat was loaded on the trailer. (For safety reasons some manufacturers deliberately fuse the dash lights with the tail lights so the driver will know when his tail lights aren't working-This is accomplished by making the tail and dash lights one big series circuit or loop and if any part of it breaks down and fails to conduct current none of the circuit will operate. So, it could be a bad fuse or a single burned out tail light lamp as the culprit. Also, if you have a plug for the trailer lights you may want to unhook the trailer lights, make sure the plug is dry and test without the trailer lights in the circuit. The correct method is to isolate the problem(s) one at a time. Start with the trailer unplugged and test, then replace the dash fuse, then locate the tail lights fuse. If the fuse doesn't fix it then you may have to replace one or more of the tail light lamps. If they get wet when burning they usually blow immediately, which is why heavy driving rains that penetrate around the lenses will sometimes blow auto lamps. (cold water on hot glass=broken lamp, or, dead short across a submerged lamp socket may blow the lamp without blowing fuse)

There is no possible way the light could remain lit if the fuse of that particular circuit was pulled. A fuse acts as a safety switch, once it is blown (or pulled) current cannot flow in that circuit. I disagree with the previous poster. There are MANY possible ways for the bulb to remain lit with the fuse pulled. The first one that comes to mind is damaged wiring. There could be power from a different circuit feeding the bulb. There may be a dead-short near-by, sending power to ground; lighting the bulb "backwards". But since it's a Dodge, I'd bet that the wiring to the trailer tow plug (7-way) has corroded apart and the circuit is being back-fed by the "trailer battery charge" wire. Quick way to check is to pull fuses for the trailer wiring (see owner's manual for locations). If the lights go out, cut off the trailer plug and install a new one (you may have to remove a lot of corroded wire; be prepared to splice as needed using heat-shrink connectors).
