Only counting the really major ones, there were 3 gold rushes in Australia, 1 in New Zealand, 7 in the US, Canada and Alaska, 1 in South Africa and 1 in South America. Counting also the "notable" gold rushes, Wikipedia sets the number at 56. Gold rushes have however existed since the beginning of history so if we knew them all their number would be in the hundreds at least.

Why were the early governors of the colonies reluctant to encourage the finding of gold?

Early governors of the colonies were reluctant to encourage the finding of gold because they feared it would lead to social disruption, such as mass migration and conflict over ownership of the gold. They also wanted to prioritize other economic activities like agriculture and trade that were more sustainable in the long term. Additionally, they were concerned that a focus on gold would divert resources away from developing the colony as a whole.
