I wouldn't recommend putting more than one or two. 28 liters is not that big. Goldfish are very dirty fish and need a large tank and a good filter. Te smallest tank I would put goldfish in is 40 liters (10 Gallons). Even that is pushing it.

∙ 11y agoIt depends on the tank. If you have a rectangle tank you can use the thumb rule of one inch of adult fish per one gallon of water/ So if you have 30-gallons, you can have you can have 30 inches of adult fish in your tank.
But if your tank is tall you need to use a different calculation. In this case you are looking at the absorption of oxygen by the surface water and the discharge of carbon dioxide.
To use this calculation measure the surface area by measuring the length and multiplying it by width to give you a number in square inches. Divide by 12 square inches and the result is the number of inches of adult fish you can have.

The condition in which a goldfish is "stunted" is where the fish adjusts to its tiny environment so much as to stop growing. The fish will stop growing on the outside but will continue to grow on the inside. Goldfish are naturally messy and create a LOT of waste. This factor would cause the tanks water to be poluted which inturn could kill not only the goldfish but possible your mollies too :(. Two mollies is enough for a five gallon tank. If you truly want to get a goldfish you will have to house the goldfish in a 10-20 gallon tank with very good filtration
