You can also give them food or warm clothing or things like toothbrushes, shampoo, or mouthwash but not money in case they use that to buy more drugs or alcohol with.

Not always, most homeless are homeless due to losing a job, not having money to continue on their rent and such. Some of these, though they did not choose to become homeless at first, become accustomed to the freedom of such a lifestyle and say they choose to stay homeless. There are a few though that did consciously choose to become homeless and love it. The range of homelessness goes from the stereotype homeless person with very little in the way of possessions up to people that live in RV's.

That depends on their situation. Many homeless persons, after being subjected to a depressing state of mind, find themselves abusing illegal substances. So, if a person is on drugs... What does he want? Well, drugs. Now, I am not saying that all people who find themselves homeless will wind up on drugs. I am simply stating that it depends on their situation. If they have no where to go because they didn't pay their rent and were evicted; they will want money to pay rent. If they were kicked out of their house after their mortgage wasn't paid; they will want to get it paid. If they are homeless; they want food. If they want food they need money. It's a bad place to be but it's reality. The person may want to escape reality. They want drugs. It's a never ending process and that is why the status quo, at present, is flawed.
