Probably it would normally be "watts", not "kilowatts" (i.e., it would be less than a kilowatt), although it depends on the size of the fountain. Different fountains will require different amounts of power.

To get a quick estimate of the power required, just calculate the potential energy of the water pushed up, by the formula PE = mgh (potential energy = mass x gravity x height). Calculate how much energy is spent every second, that gives you the power. The mass, however, is difficult to estimate. If you assume a certain amount of water in liters per second (equivalent to kilograms per second, in the case of water), a height in meters, and a gravity of 9.8, you get the power in watts.
