The Torah doesn't contain law, it contains the mitzvot which are the core guidelines as to how Jews should live. The Talmud records the laws that explain the application of the mitzvot.
Because the Talmud is the Oral Tradition that is just as valid as the Torah. They just couldn't write it down for 2000 years.
