I just changed the one on my wife's 1998 blazer last week. It is located on the passenger side in the exhaust manifold. I used a open end wrench with a pipe to break it free. Hope this helps.

You don't. Fram makes an inferior filter. Use a quality filter such as Purolator, Wix, or AC/Delco, if you want that engine to last.
