If you mean the first TV ever (a mechanical one) it was 2 people, if you mean the first electronic TV it was just one person, but if you mean the first commercially built TV that was sold the answer is too complicated to ever determine a number.

The first prototype mechanical TV was built by Georges Rignoux and A. Fournier in Paris in 1909.

The first prototype electronic TV was built by Philo Taylor Farnsworth in San Francisco in 1927.
