Most people in England (and in Scotland, Wales and Northern Ireland) are British citizens, many were born here, others are immigrants who have acquired British citizenship. Do you mean people of traditional English background, roughly white anglo-saxon protestant? My mother's family were French Hugenots who came to England over 300 years ago as a result of religious persecution - do I then qualify as English? The more you look at it, the harder it becomes to define 'English'.
