I find that 5 medium sized potatoes is good for 3 people. So for 9 it would be 15 potatoes. If you want extra do 20.
Planting potato seeds will sprout potatoes. However, in order to get edible potatoes, you will need to let the potato grow, then once you have a grown potato, you will have to cut off part of the potato and replant it.
You will need about 1 pound of potatoes per every 3 people.
To be safe, do your figuring in doubles, but "fudge" a little, so it's more like 1 & 1/2 to 2 per person. For baked potatoes, at least 1 per person, so make 2 per person, total 12 potatoes. You should always 1 and 1/2 or double mashed potato recipes when you aren't sure how much each person eats generally. So 12 potatoes would be 24 for mashed. In casseroles, you'd use about half to three-fourths, because the casserole has other ingredients. If sliced and browned with onion rings, at least double. The good thing about potato dishes is most people eat it and eat more than they think they will, and with potatoes you can always use the leftovers, such as mashed potatoes for fried potato cakes.
84 small potatoes or 16 large.
It depends on the sizes. You would need to weigh them to determine the value of potatoes.
Yes, you can overcook a baked potato. But that doesn't necessarily ruin them. As potatoes lose water they become more dense and the flesh sweeter. Great for cubing and frying or putting in a green salad (as odd as that may sound).
Mashed potatoes needs no special ingredients for Passover although they will need to be prepared in a Passover bowl with Passover utensils and without the addition of baking powder. Simply boil and mash the potatoes with milk and butter if having a milk meal or use dairy free margarine and no milk for a meat meal.

Mash potatoes won't hurt your cat as long as it's not a steady diet of them because pretty soon that's all your cat will want and won't want to eat his/her much needed cat food that has the nutrients that cats need. We give our three cats bits of whatever they want to eat in small amounts though.
About 80 pounds
Any horse can have mash, but you can no longer give health mash to horses over the age of 25 years.
