It's going to vary based on who the 40 people are, like little kids will eat less than full sized adults, and men will likely eat more than women. It also depends on how many side dishes are available too. It also depends on the burgers, as people will eat fewer bigger (e.g. 1/3 pound) burgers than smaller (1/4 pound or less) burgers, and the same is true for Hot Dogs.

I'll assume they are adults, and estimate that 2/3 will eat Hamburgers (27 people), and 1/3 eat hot dogs (13 people). I'd also estimate each adult eats on average 1.5 hamburgers or 2 hot dogs. For these assumptions, you would need 40 hamburgers and 26 hot dogs. Your mileage may vary.
