Washington, Jefferson, Jackson, Buchanan, Cleveland, Wilson, Harding, Roosevelt, Eisenhower, Kennedy, Johnson, Bush, Clinton 13 all but two took the country to war. Actually Washington did not technically take the country to war! He was sort of drafted into being the Commander in Chief, and he was not president when he was Commander in Chief. He became president after the war. Also, there was not war when Jefferson was President or Jacskon either.

Unless the Station Commander was also the Chief Of Police, the Mayor does not have the authority to suspend him/her. The suspension, even if the action originated with the Mayor's Office, would have to come to the Station Commander through the Chief of the department.
