I would say there relatively equal, however instruments require more dedication, and singing and learning relative pitches becomes necessary when you play your instrument long enough.

Rap is not considered singing. Sure there are some aspects of rap that would technically fall into the category of singing. Singing is melodic (a rhythmic succession of single tones organized as an aesthetic whole). Rapping tends to be monotonous (uttered or sounded in one unvarying tone : marked by a sameness of pitch and intensity). To help get this point across better I'll give you a few examples: Jay-Z raps.
