Assuming the two bills are identical, then 5. The bill is sent to the President for signing. Once signed, the bill becomes a law. In reality, there are many more steps - committee meetings, drafting and re-drafting the bill, cross-committee revisions (in the event that a bill must pass through multiple committees), floor debates and amendments, joint committees to iron out differences between House and Senate versions of the same bill, possible revision to address Presidential veto/objections ... Getting a bill into law is a little like Hot Dogs - people generally like the finished product, but viewing the manufacturing can be ugly!
