The Watts on a pokewalker are the "cash" for the pokewalker every 20 steps is about one watt every time you meet a certain amount of watts you unlock a new area for the pokewalker
Watts are associated with the exclusive Pokewalker. Every twenty steps you take make one Watt, and once you get a certain number of Watts you can unlock new places. The Pokewalker is exclusive to HeartGold and SoulSilver.
You basically cannot, period. However, the Pokewalker, included with the DS games Pokemon Heartgold version and Pokemon Soulsilver version, grants you steps when you walk with it in your pocket or on your belt. Get enough steps and you earn a point of sorts simply named the "watt", or w for short. You can use these on the Pokewalker to find an item (need 3 watts), catch Pokemon (10 watts), or save them, and send them back to your Heartgold/Soulsilver game to unlock more routes to stoll on with your Pokemon. Don't worry; you get a watt per every about 15 steps or so.
That's the number of steps you've taken. If you get 20 steps, you get 1 watt, which you can use to find pokemon, items, or unlock new routes. You also need a certain number of steps to find certain pokemon, like 5,000 or more to find a Magby in the Rugged Road route.
It's all about watts... Every time you're pokewalker records 20 steps, you get one watt. Watts can be used to help find Pokemon (-10 watts) or items (-3 watts). When you return your Pokemon from a trip, the Heartgold/ Soulsilver cartridge records the remaining watts you have on your pokewalker. Then, depending on the number of watts-in-total recorded, you get new routes that you can use the next time you put a Pokemon in the walker.

you just need one, a general rule of thumb is that the wattage on your amp should be double the wattegae on your sub, hence if you have a 1200 watt sub you'll need a 2400 watt amp
To get a Pokemon into the Pokewalker you have to have HeartGold or SoulSilver, and go to the start menu on the game and click "Connect To Pokewalker". The pokemon you want to have in the Pokewalker has the be in your PC Box. To use the Pokewalker you press and hold the middle button to turn it on. to get Watts you have to walk to steps on the pokewalker to get 1 Watt. To catch pokemon on the pokewalker you press the Right, Middle, or Left button and go all the way to the Left (you need 10 Watts to attempt to catch a pokemon). to find an item you can either walk around until your pokemon finds an item or you can get 3 Watts and go to the icon next to the middle icon on the left and search for an item. To return your pokemon go to the start menu of your HeartGold or SoulSilver game,Connect to Pokewalker and then press "Return From Stroll, turn on your pokewalker and go to the middle icon and when your DS says "connecting to Pokewalker" press the middle button and place the Pokewalker behind your DS and wait until your DS receives your pokemon from the Pokewalker.
It's easier to count steps needed for a level-up rather than watts- you get 1 EXP per 1 step, and the EXP needed to level up depends solely on the Pokemon you have in your walker. Keep in mind that once you have enough EXP to level up your Pokemon by 1 level, it doesn't matter how much more you gain after that. Pokemon can only level-up once per walk.
