If you mix baking soda NaHCO3into pure water nothing happens. however if there is any acid in the water it will react with it to give of carbon dioxide.Baking powder is a mixture of baking soda and acid and will give a very strong reaction in water and many other liquids
Whether they give off a sweet smell or not, baking is a chemical change. Can you separate the egg, the flour, the sugar? No, then it is a chemical change.
I don't think it's very good for their health I wouldn't take the risk if I were you
Yes you can brush your dogs teeth with baking soda; however keep in mind that it may not like the taste causing a bad experience for the dog and humans know not to swallow it related to the high amount of sodium, which may give your dog an upset stomach and loose stools.
Baking soda is sodium bicarbonate and when it comes in contact with acids like HCl, it will form sodium salts (NaCl in this case) and give off carbon dioxide gas with H2O. In case of contact with H2SO4, it will form sodium sulphate, carbon dioxide and water.

Depends on what you are making. Most recipes have a ratio of 1 teaspoon of baking powder to 1 cup of flour. That will give you some idea if 3 tablespoons is a lot.

Depends on the lemons size, shape and moisture level.
3 teaspoons = 1 tablespoon 1 tablespoon = 1/16 of a cup meaning 4 tablespoons = 1/4 cup 14 teaspoons = 4.66 tablespoons, so the answer is... 1/4 cup plus 2 teaspoons (sorry, for leaving you with the two teaspoons extra, but that math would give me a headache :) )
