I also need to know, when checking to see if the thermal fuse is good or not, do I have to remove it from the dryer totally to use my omh meter?
The thermal fuse is part key number 59 and is located near the blower housing on the left side. The thermal cut-off is located on the element and is part key number 1. They can be checked two ways
Two 15 amp glass fuses should be sufficient to run a dryer. That's probably the most common size used. If you're really unsure, start with a couple of 10 amp fuses. If the burn out, them move up to the 15's.
On blower assemble and on internal vent line from the back
You need to be more specific about the appliance - dryer or range or air condition- 30 Amp for the dryer, 50 Amp for the range, A/C varies.

Often there are two fuses for an electric dryer. One of them is for the heating element, and the other is for the motors. Check both fuses. If they both are good, the heating element might be bad, or an internal circut breaker might need to be reset.
You need a 220V cartridge fuse block open, not just two 110V fuses. Fusing a 220V device with two 110V fuses at the panel is dangerous and doesn't meet code. If you have a 220V fuse block open, simply wire the two hots to the block, and then wire the neutral and ground normally. If you have fuses make sure the box and the feed can handle a clothes dryer. It may be wise to have an electrician evaluate the system for safety.

Electric clothes dryers generally have a number of components such as high temperature cut outs and fuses that can go bad, however they really only consist of three basic parts ; the motor, heating elements, and the computer (If dryer is old it may not have a computer). If the dryer spins but does not heat clothes it probably needs a new heating element.
