You have to shoot the dragon THREE times, in his open mouth, when his eyes are closed. The only way to do this is to climb over him and pull the lever on his back.
The Process
When you are in the dragon's cave, the heat will begin to affect you, so you don't have unlimited time. Dodge the fireballs and climb the chains to get behind the beast. When you pull the lever on his back, the dragon will fall asleep but VERY BRIEFLY!
Quickly jump in front of him, click the ice arrow icon and aim for the dragon's open mouth while his eyes are still closed. If you hit him, he will flash and jump up and down, shaking loose rocks from the ceiling (which you must dodge now). You have to hit him TWICE more for a total of THREE times before you overheat.

Climb up and swing from chain to chain. When you get behind the dragon, run under the spike ball and climb onto its back. Throw the lever and then quickly jump to the front of the dragon. You can shoot the arrow into its mouth while the flames are out. You will have to do this 2 more times to kill the dragon.

To reach it, you have to cross to the back using the chains, then throw the switch. You will only have a few seconds to shoot an ice arrow into the Dragon's open mouth. You will have to do this 3 times to beat the dragon.

Unless you shoot the dragon 3 times in the open mouth with the Ice Arrow, you cannot defeat it. Climb the chains, dodge the spike tail, and throw the lever on its back. VERY QUICKLY jump in front and shoot an ice arrow into the open mouth. You will know if you hit because the dragon flashes red. Repeat this process twice more before you overheat.
