President Bush has issued 191 pardons to date, and is expected to do so a number of times more before he leaves office. Jimmy Carter granted amnesty to ALL Vietnam-era draft dodgers, so amnesty can be granted to a very large number of people, not just one person.
Nisei internment camps, and if you count slaves as immigrants then there's the whole slavery thing. Other than that, the US government has for the most part been more than fair to immigrants, even illegal ones. (This is not to say they've necessarily had it easy, or that they've always been treated fairly by the population in general as opposed to the government, but that's a different issue.)
